Expert Opinion of Rospotrebnadzor

The Expert Opinion of Rospotrebnadzor is a document which certifies that the product meets the Unified Sanitary Epidemiological and Hygienic Requirements specified in the territory of member countries of the EEU Customs Union.

This document does not refer to the list of mandatory documents and may be issued on a voluntary basis for products which are not subject to certification of state registration. Since July 1, 2010, the Expert Opinion has replaced the Sanitary Epidemiological Certificates.

The Expert Opinion is issued by accredited bodies of Rospotrebnadzor. It is aimed at verification the compliance of the products with the Unified Sanitary Epidemiological and Hygienic Requirements for Goods of the Customs Union. Just as the SRC, the Expert Opinion is valid in the entire territory of the Customs Union. Compared with the Sanitary Certificate, the Expert Opinion has the advantage of validity during an unlimited period of time.

Important Features of Expert Opinions of Rospotrebnadzor:

  • The Expert Opinion of Rospotrebnadzor may be applied in the entire territory of the Customs Union, as it verifies compliance of the products with the Unified Sanitary Epidemiological and Hygienic Requirements of the Customs Union.
  • In the Russian Federation, the Expert Opinions, just as the State Registration Certificates, are issued by Rospotrebnadzor.
  • The Expert Opinion is issued on a special form of Rospotrebnadzor.
  • The Opinion may be executed both for the producer (manufacturer), and for the supplier (importer).
  • The Expert Opinion is valid from the date of its issue until termination of the product supply to the territory of the Customs Union and (or) until termination of the product manufacturing in the territory of the Customs Union.

Documents Required for Expert Opinion of Rospotrebnadzor

When executing the Expert Opinion for the domestic producer, the following documents are required:

  • Details of the applicant company;
  • Registration documents (TIN, PSRN, statistical codes);
  • GOST or TS (technical specifications) regulating production;
  • Contract on lease of production areas or certificate of ownership;
  • Draft label (if possible).

When executing the Expert Opinion for the import producer, the following documents are required:

  • Application;
  • Technical description of the product;
  • Draft label.

When executing the Expert Opinion for the chemicals, the following documents are further provided:

  • Material Safety Data Sheet with translation into Russian;
  • Technical Data Sheet with translation into Russian;
  • User’s manual.
