The State Registration Certificate of the Customs Union is an official document which verifies compliance of the products with the safety requirements of the Technical Regulations of the CU. It is important that the State Registration Certificate of products is valid on the territory of the member countries of the Customs Union: Russia, Belarus, Kazakhstan, Kyrgyzstan and Armenia.

The goods specified in the Unified List of Products (approved by Commission of the Customs Union in 2010) are subject to undergo the procedure of registration. This document specifies the requirements and standards applicable to registration.

Execution of the Certificate takes a considerable period of time, even if all the required papers are collected. This is related to the need for thorough verification of compliance of the product with all the hygiene and sanitary standards according to the country laws. The products are enlisted in the State Register only upon complete verification, if found satisfactory. Then, the State Registration Certificate of products is issued.

State registration of products is carried out upon taking a number of the required actions:

  • Expertise of the results of studies and tests, as well as hygienic, toxicological and other assessments of products on the basis of laboratory tests should be carried out;
  • The documents submitted by the applicant should be examined. Therewith, all the documents should characterize the product properties and its compliance with the specified state sanitary epidemiological rules and standards. The list of documents is specified by the certain type of the product.

If state registration of the products has been approved, the product data should be entered into the National Register of Products. Obtaining of the State Registration Certificate (SRC) provides manufacturers or importers with an opportunity to sell products on the Russian market or to import them to the territory of the Russian Federation.

State registration of the products should be carried out prior to the launch of manufacturing or prior to the importation to the territory of the country. (i.e., prior to the release of products into circulation).

List of Products Subject to State Registration

  • Disinfectants, pest and deratization products (for household use, for use in health care institutions and other facilities (other than products used in veterinary medicine)).
  • Household chemical products (goods).
  • Potentially hazardous chemical and biological substances and manufactured on their basis products, which are potentially hazardous to humans (other than pharmaceutical products), individual substances (compounds) of natural or synthetic origin, that may adversely affect human health and the environment in terms of production, use, transportation, processing, as well as in household conditions.
  • Materials, equipment, devices and other technical means of water treatment meant for use in potable water systems.
  • Personal hygiene items for adults.
  • Products meant for contact with foods (other than kitchenware, cutlery, manufacturing equipment and packaging (closures)).

State Registration of Products: Necessary Documents

For Russian goods, the following documents are required:

  • Application for registration;
  • Certified standard and/or agreed technical documents regulating production;
  • Copies of the Sanitary Epidemiological Certificates verified in the prescribed manner (if any);
  • User’s manual (if the information cannot be fully placed on the product label) affixed by the seal of the manufacturer and by the authorized signature;
  • Package or consumer label (or its draft) affixed by the seal of the manufacturer and by the authorized signature;
  • Test reports and (or) opinions of accredited testing laboratories (if present);
  • Act of sampling in the required form. If you have a trademark, you will need to provide a copy of its verified certificate;
  • Document from the manufacturer verifying that he trusts the applicant to represent his interests in carrying out state registration of the goods in Russia (if the applicant and the manufacturer is not the same).

For imported products, you will need to submit almost all the same documents, except for some features.

In addition to the basic set of documents, the following documents are required:

  • Copies of the documents issued by authorized authorities of the country where the product is produced, which would verify its safety for humans;
  • Package or consumer label (or its draft) affixed by the seal of the manufacturer and by the authorized signature. It must be executed both in Russian and in the original sample.

It is important to know that the procedure of state registration of Russian products should be carried out at the stage of preparing these products for production. As for registration of imported products, registration should be carried out prior to importation of these products to the territory of the Customs Union.

The State Registration Certificate comes into effect with the date of its issue and loses its force with termination of the product deliveries to the territory of the Customs Union and (or) with termination of manufacturing in the customs territory of the Customs Union.

The manufacturer is fully responsible for compliance of the products with the specified requirements for their quality and safety throughout the period of industrial production of Russian products. The supplier of the products is fully responsible for their compliance with the specified requirements for their quality and safety throughout the period of supply of the products manufactured outside the territory of the Customs Union.

Sanitary hygienic assessment of products is required to verify the safety of products. Safety requirements are stated in the Unified Sanitary Epidemiological and Hygienic Requirements for Goods Subject to Sanitary Epidemiologic Surveillance (Control). The State Registration Certificate of the Customs Union is required for importation of products to the territory of the Customs Union and for subsequent sale of these products in the market of member countries of the Union.

Since July 1, 2010, the Sanitary Epidemiological Certificates of products has been canceled.

The Sanitary Epidemiological Certificates in the Russian Federation and member countries of the EEU Customs Union has been replaced by the State Registration Certificates (SRC) for the products that comply with the Unified Sanitary Epidemiological and Hygienic Requirements.

Obtaining of the SRC is a mandatory procedure for the products specified in the Unified List of Goods Subject to Sanitary and Epidemiological Surveillance. Execution of the State Registration Certificates on a voluntary basis is not provided.

The products that require the State Registration Certificates are defined in the Unified List of Goods Subject to Sanitary and Epidemiological Surveillance at the customs border and at the customs territory of the Customs Union.

Therefore, if the products are not subject to state registration, but the manufacturer or supplier, for whatever reason, has the need to verify the high quality and hygienic safety of products, he can obtain the Expert Opinion of Rospotrebnadzor.
