Taking into consideration the Technical Regulations on Fire Safety Requirements that came into force on 01.05.2009, exemption letters, in addition to clarifications issued in GOST R system, are required for products that are not subject to declaration or certification of fire safety compliance. In this case, so-called exemption letters of the Ministry of Emergency Situations are issued for granting in customs services. Since the Ministry of Emergency Situations is not currently issuing exemption letters, they are issued by certification bodies with the accreditation certificate on fire safety. Such documents may be referred to as exemption letters, clarification letters, newsletters, or unfavorable decisions on the application.
